Pakistan’s Passport Among the World’s Weakest in 2025

According to the 2025 Henley Passport Index, Pakistan’s passport ranks 96th out of 199 countries, making it the fourth weakest passport globally. Alongside Somalia and Yemen, Pakistani citizens can only travel to 32 countries without needing a visa in advance or by obtaining a visa on arrival. This limited travel freedom highlights the challenges Pakistan faces in international mobility.


What is the Henley Passport Index?

The Henley Passport Index is an annual report published by Henley & Partners, a UK-based consultancy. It ranks passports based on the number of destinations their holders can enter without a prior visa. The rankings use data from the International Air Transport Association (IATA) and are widely recognized as one of the most reliable measures of passport strength worldwide.


Pakistan’s Position Compared to Other Countries

Pakistan’s passport remains near the bottom of the list, just ahead of countries like Syria, Iraq, and Afghanistan. Afghanistan holds the lowest position, with access to only 25 countries without prior visas. Pakistani government officials, including Interior Minister Mohsin Naqvi, have acknowledged concerns from the business community and promised to work toward expanding visa access through new international agreements.


UAE Climbs to the Top Among Arab Nations

The United Arab Emirates (UAE) has achieved its highest ranking ever, now sitting at 8th globally. Emirati passport holders enjoy visa-free access to 183 countries, the most for any Arab nation. This success is due to several bilateral visa waiver agreements, including a recent deal with China, which also benefits other Gulf Cooperation Council (GCC) members.


Improvements Seen in India and the Philippines

India’s passport climbed 8 places to rank 77th, granting visa-free or visa-on-arrival access to 62 countries. This progress reflects ongoing diplomatic efforts. The Philippines ranks 74th, with access to 67 countries, showing stability in its travel freedom.


The World’s Most Powerful Passports

At the top of the Henley Passport Index, Singapore remains the strongest passport, offering visa-free access to 193 countries. Japan and South Korea follow closely in second place. Several European countries, such as Germany, France, and Italy, share the third position with wide travel freedom.


Changing Global Travel Trends

Dr. Christian Kaelin, Chairman of Henley & Partners, explains that these rankings reflect changing global dynamics. Emerging economies are expanding their diplomatic reach and increasing travel freedom, while some traditional powers are becoming more cautious with their borders and visa policies.
